Violations and Appeals

Whether you’re a student, employee, or visitor, this page answers common questions about permits, policies, game days, and more to help you navigate parking on campus.

  • Fines and citations are issued 24 hours a day, 7 days a week.
  • An indefinite number of parking citations will not be tolerated.
  • Persons who have been charged with three or more citations may be notified that their parking privileges are in jeopardy.
  • Employees who habitually ignore the parking rules and regulations set forth by the University and consistently receive parking citations may be referred to their Supervisor/Dean/Department Head.
  • Fines will be automatically charged to the employee/student account or may be paid for within 10 days of the citation being issued through the TCU T2 Parking Portal. After 10 days the citation will be moved to your TCU account.
  • Non-TCU Associates must create a guest account and pay for citation fines through the TCU T2 Parking Portal.
  • Unpaid tickets will be referred to collection.

How does the LPR ticketing system work?

License Plate Recognition (LPR) Technology is used on campus for parking enforcement, so it’s important to keep your vehicle information current on your TCU T2 Parking Portal account.

  • License Plate Recognition (LPR) technology automatically reads license plate characters using optical character recognition. Using a mobile LPR, which employs several vehicle-mounted cameras to verify plates in all campus lots, our parking officers are able to quickly scan parked vehicles, increasing the accuracy of identifying unauthorized or unregistered vehicles parked on campus. LPR improves enforcement efficiency and further protects permit holder rights.
  • License plates are not read at the gate for entry. Your TCU ID Card will be used for access to locations valid for your permit.
  • Vehicles must be parked so the license plate can be scanned on the drive lane. Under Texas law, most vehicles require both a front and rear plate, but if your car comes from a state that does not have that requirement, head into the space so your rear license plate will be facing out for the reader.
  • Note: License plate information is only used on campus for validating a driver’s parking.

How are citations issued?

If a vehicle is found to be in violation of TCU parking regulations, it is subject to citation.

  • Citations issued to students and employees will be delivered electronically as an “E-Citation” to their TCU email address. Courtesy notification emails will also be sent as reminders. Both citations and notifications can be viewed by logging into the individual’s Parking Portal and selecting “View Citations” or “View Letters.” If a vehicle’s license plate is not properly linked to the parking permit, the individual will still receive a citation, but will not receive an email notification.
  • Citations for visitors or vehicles not affiliated with TCU are typically placed on the windshield of the vehicle. While parking staff make every effort to securely affix these citations, Parking & Transportation is not responsible for citations that are removed by others or lost due to wind or rain.
  • Permit fraud, including falsified registration or vehicle information, or the use of a fraudulent permit, will result in an automatic suspension of parking privileges, a $500 fine, and a referral to the appropriate Dean or supervisor.

What about appeals?

Appeals will now be submitted online. In addition to guards being able to attach photos to violation records, users can also upload photos to support their appeal.

  • All parking citation appeals must be submitted online. Appeals will not be accepted in person, through interoffice mail, or by postal mail.
  • Students and employees can appeal a citation by signing into their TCU T2 Parking Portal account and selecting the citation they wish to appeal.
  • Appeals must be submitted within 10 days of the citation being issued. Appeals will not be accepted after the 10-day deadline.
  • The appeals committee’s decision is final, appeals cannot be resubmitted.
  • Appeal results will be sent via email. If the appeal is denied, you will have 10 additional days to pay the citation through the TCU T2 Parking Portal before the charge is transferred to your TCU account.

Does the system track user history?

Yes. Guards entering citations, the Parking & Transportation office and the user can all view the history of the account.

What is better about the LPR system?

In addition to some of the details discussed here, the overall benefit of the LPR system is to be more efficient with the monitoring of lots and to promote better compliance for those who pay to park on the TCU campus.

  • Vehicles that have been charged with more than (3) three unpaid citations in the current academic year may be immobilized. The owner of a vehicle towed from campus is responsible for all costs related to the towing and storage of the vehicle.
  • Vehicles illegally parked (regardless of the number of violations) are subject to being immobilized or towed when parked in or obstructing a fire lane, handicap or handicap access space, blocking another vehicle in a parking space, or blocking a dumpster, driveway, aisle, entry or exit to any parking area.
  • If a vehicle has been towed or immobilized, the individual seeking release of the vehicle may obtain the necessary information from the TCU Police Department by calling 817-257-7777.
  • The University shall not, nor shall any of its authorized personnel, be liable or assume any responsibility for any loss or damage resulting from a vehicle being immobilized or towed.
